Locked vs. Living. Foundation, pathways, fit thesis, cap statement, and protocol are Locked — decisions and facts agents must not contradict. Watchlist, Action Plan, Glossary, and Changelog are Living — agents append.

Append, do not rewrite. When an agent finds a new program or opportunity, it adds a row or card with its name + date in the source field. Do not restructure existing tables. If a locked fact is wrong, surface it in the Changelog and flag for Dan rather than silently overwriting.

Always cite the agency source. Every program entry must show its administering office, authority (statute or program of record), and primary URL. No anonymous claims.
