DoD Pathway

DoD is the single largest federal buyer and runs the most aggressive workforce-transition programs in the government. founding_up's identity-intervention positioning maps cleanly onto pre-separation cohorts, DoD STEM pipelines, and the commercial-tech adoption ecosystem (DIU, AFWERX, NavalX, SOFWERX). Most defense contracting routes through SAM.gov + sam.gov/opportunities; SBIR runs through DSIP. OTAs and GigEagle have their own dedicated pages linked below.

Tier Primary Pathway Status Warm fits

Workforce & Talent Transition Programs

SkillBridge

Warm fit
DoD SkillBridge Partner Program

Allows service members in the last 180 days of active duty to do civilian training/internships at no cost to the DoD. Partner organizations apply; cohorts are essentially free talent for the partner and identity-clarifying pre-separation development for the service member.

  • Authority: 10 U.S.C. § 1143
  • Admin: DoD Office of the Under Secretary for Personnel & Readiness
  • Door for us: Become a SkillBridge partner; deploy CLEO + SIGNAL with transitioning service members. High alignment with identity-intervention thesis.
  • Next window: 2026-10-01 → 12-01 enrollment
  • URL: skillbridge.osd.mil

Service COOLs

Research
Credentialing Opportunities On-Line

Each branch maintains a COOL portal (Army COOL, Navy COOL, AF COOL, USMC COOL, Coast Guard COOL) listing credentials/licenses the service will fund for active duty & veterans. Provider organizations apply to be listed.

  • Door for us: credential delivery via partner accreditation; alignment with SIGNAL Launch Signal as credential adjacent.
  • URL: cool.osd.mil (umbrella)

DoD STEM

Warm fit
DoD STEM Education & Outreach

Includes STARBASE (5th-grade STEM exposure on military installations), Junior Solar Sprint, eCYBERMISSION, JROTC STEM, and the broader National Defense Education Program.

  • Admin: Office of the Under Secretary for Research & Engineering
  • Door for us: identity-intervention through STEM identity formation for military-connected youth.

TAP

Research
Transition Assistance Program

Mandatory pre-separation curriculum for all service members. Run jointly DoD / DoL / VA. Curriculum partners and tools that improve outcomes are continually evaluated.

  • Door for us: SIGNAL-driven post-service identity work; data partnership angle. ~200K service members transition annually.
  • Adjacent contract: ~$272M VA TAP Services pre-solicitation 36C10X26Q0099 via GSA OASIS+.

GigEagle

Strategic frame
GigEagle Bookend →

DoD's validated AI talent marketplace (13K users, $5.3M CDAO scaling). GigEagle owns the middle; founding_up owns both ends. Strongest single DoD-facing narrative. Full bookend frame on dedicated page.

DIU

Research
Defense Innovation Unit

Commercial Solutions Openings (CSO) — accelerated path to OTAs for commercial tech with DoD application. Human Systems portfolio sometimes includes workforce/talent tech.

  • Door for us: identity-intervention as human-performance tech. Also the org that moved GigEagle to production — same DIU, two narrative entry points.
  • URL: diu.mil · Open solicitations

SBIR / STTR

Warm · reauthorized
DoD SBIR/STTR (DSIP)

Phase I (~$250K-$295K, 6-12mo), Phase II (~$1.5M-$2M, 24mo), Phase III (commercialization). Component-run by each service (Army, Navy, AF/Space, DARPA, OSD).

  • Reauthorization: S. 3971 signed 2026-04-13 — extends SBIR/STTR through 2031-09-30 after late-2025 lapse.
  • NEW — Strategic Breakthrough Awards: $30M Phase II contracts (4-year) for agencies with >$100M annual SBIR spend.
  • BAA 26.1 open: Batch 1 closes 2026-06-03; Batch 2 closes 2026-06-24. 115 topics.
  • Door for us: SIGNAL framework as Phase I research; claim NAICS 541715 in SAM.
  • URL: dodsbirsttr.mil · DSIP Topics App

AFWERX / SpaceWERX

Research
Air Force / Space Force Innovation

Runs SBIR Open Topics, Strategic Funding Increase (STRATFI), Tactical Funding Increase (TACFI). Strong base for workforce pilots through AFRL.

SOFWERX

Research
Special Operations Forces (USSOCOM)

Rapid prototyping for SOF. Identity, resilience, decision-making under uncertainty are core SOF research themes — strong narrative fit for SIGNAL.

NavalX

Research
Naval Innovation Network

Tech Bridges in regions across the country; rapid OTAs through agility cells.

The DoD Identity-Intervention Pitch

SkillBridge gives founding_up its cleanest entry: a federally sanctioned mechanism to deliver identity-intervention coaching to a transitioning population that the DoD already pays salary for. Pair that with SOFWERX-style research on identity coherence under stress and the platform becomes both a service contract and an R&D story. Then layer the GigEagle bookend on top for the full talent-lifecycle pitch.

Tailwinds — DIB Workforce Crisis & Policy Backbone

The Defense Industrial Base is in a workforce crisis with explicit Cabinet-level acknowledgment. This is the "why now" framing for every DoD-facing proposal founding_up writes. Each item below is a quotable policy or sector reference.

Foundational policy & sector intel
White House ERP 2026 — Ch. 8: Strengthening the U.S. Defense Industrial Base Council of Economic Advisers, April 2026. Cabinet-level framing of the DIB workforce challenge. This is the foundational policy reference for any DoD/DIB-facing proposal — cite it to anchor "why now" at the highest level of administration thinking. CEA · Apr 2026
American Legion — Defense Industrial Workforce Discussion March 12, 2026 summit at American Legion Washington Conference. Hard numbers from SME & ANSER: 800K manufacturing job shortage today · 250K in skilled trades alone · forecast 2M unfilled within 5 years. IBAS Program (Industrial Base Analysis & Sustainment) focus areas: kinetics/shipbuilding/hypersonics, critical minerals, casting & forging, microelectronics. This is the "burning platform" stat for every DoD proposal. 2M-job gap
Federal News Network — GigEagle & the Whole-of-Nation Talent Marketplace June 2025 coverage. Public articulation that DoD wants GigEagle to expand beyond DoD to academia + industry. The "whole-of-nation" framing in DoD's own language — directly enables the bookend pitch. Jun 2025
DIU — Work With Us (OTA Process) Direct operational entry. DIU's own page describing how commercial firms engage on Prototype OTAs under § 4022 — the path our OTA Deep Dive traces. Cite when proposal-writing to anchor "we are following DIU's own published process." operational
